A promise should come with a timeline. These four phases show what residents should expect early on, in the first year, and over the longer term.

Listening, convening and publishing
First 100 days
- Finalise ward-level listening reports and publish them with a response table.
- Hold the first state-of-the-county citizen conversation in each constituency.
- Publish an early-day Senate plan outlining motions, statements and committee priorities.
- Set up the public issue portal and acknowledge every issue submitted within seven working days.
Stabilising the basics
First year
- Drive a review of NHIF Participation at the county level for maternal and child health.
- Push for a public capitation disbursement calendar for primary and secondary schools.
- Open the athletics talent pathway with concrete scouting, coaching and scholarship windows.
- Convene the first county enterprise fair and register a minimum of 250 MSMEs.
Building the systems
Medium term (Years 2–3)
- Push for a national-level reform that ties last-mile roads to the agricultural calendar.
- Establish a Youth Enterprise Office at the county’s level with a public budget cycle.
- Roll out a sports equity report and an annual county sports facilities maintenance cycle.
- Support a ward-level disaster preparedness roster with pre-positioned stocks.
Institutional change
Long-term (Years 4–5)
- Push for the constitutional implementation of the two-thirds gender rule.
- Anchor a digital skills pipeline that gives the county’s young people a choice not to migrate.
- Lock in a county climate adaptation plan tied to mainstream county budgets.
- Hand over an institutional record of every pledge so the next Senator inherits a measurable baseline.

Each priority is logged against a phase and a sector. Quarterly reports will publish what has been advanced nationally, what is stuck, where the bottleneck is, and what residents can do to help unblock it.
